TITLE
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH MOTOROLA SOLUTIONS INCORPORATED FOR THE PURPOSES OF ESSENTIAL UPGRADES OF COMMUNICATIONS CENTER RADIO SYSTEM INFRASTRUCTURE; AUTHORIZING A SUPPLEMENTAL APPROPRIATION FROM THE CAPITAL IMPROVEMENT FUND; WAIVING SECOND READING AND DECLARING AN EMERGENCY
BODY
WHEREAS, the City of Gahanna, through its Department of Public Safety, has identified the need for essential upgrades to the Communications Center radio system infrastructure as part of the Capital Improvement Plan (Project Number EQ22-01); and
WHEREAS, these upgrades are critical for continued compatibility with the State of Ohio's Multi-Agency Radio Communications System (MARCS), of which Gahanna is a subscriber; and
WHEREAS, this purchase represents the final phase of a multi-year upgrade and lifecycle management project; and
WHEREAS, the pricing for the agreement with Motorola Solutions Incorporated is pursuant to Ohio State Term Contract Schedule Number 573077-0 (EXHIBIT A); and
WHEREAS, there is $790,000 already appropriated for this project through the Capital Improvement Fund, but a supplemental appropriation of $169,000 is necessary to cover the updated costs, which include a 10% contingency and installation; and
WHEREAS, it is necessary to waive the second reading and pass this ordinance as an emergency measure to meet procurement and project timelines and to avoid potential tariff impacts.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. The Mayor is hereby authorized to enter into an agreement with Motorola Solutions Incorporated, located at 13108 Collection Center Drive, Chicago, IL 60693, for the purposes of purchasing and installing upgrades to the Communications Center radio system infrastructure, pursuant to Ohio State Term Contract Schedule Number 573077-0, and in accordance with Project Number EQ22-01; said agreement attached hereto as EXHIBIT A and incorporated herein.
Section 2. A supplemental appropriation in the amount of $169,000 is hereby authorized from the unencumbered, unappropriated balance of the Capital Improvement Fund to Account 325.06.550.5510 to fund the purchase, licensing, and installation associated with this project.
Section 3. Council hereby waives the second reading of this ordinance.
Section 4. This ordinance is declared to be an emergency measure necessary for the immediate preservation of the public peace, health, safety, and welfare of the City of Gahanna, to allow for timely procurement and installation of critical infrastructure and to avoid potential tariff impacts; wherefore, this ordinance shall take effect immediately upon its passage by Council and signature of approval by the Mayor.
