TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH EVANS, MECHWART, HAMBLETON & TILTON, INC., FOR UPDATE TO THE GAHANNA THOROUGHFARE PLAN; AND TO DECLARE AN EMERGENCY.

WHEREAS, the Codified Ordinances of Gahanna requires that the Gahanna Thoroughfare Plan be updated every five years; and the Year 2000 is the year for this update; and

 

WHEREAS, development in the triangle and industrial areas is forcing the need to project traffic slows and to formulate strategies for roadway improvements; and

 

WHEREAS, four proposals have been received and have been evaluated as to qualifications and price, and recommendation has been made by the City Engineer; and

 

WHEREAS, it is desirable and necessary to proceed with this work at the earliest possible date for orderly traffic flow and competent, up-to-date engineering information for all quadrants of the City, and for the preservation of the public peace, health, safety, and welfare;

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:

 

Section 1.  That the Mayor is hereby authorized to enter into Contract with EVANS, MECHWART, HAMBLETON & TILTON, INC., 170 Mill Street, Gahanna, Ohio 43230, in accordance with City Specifications, and Scope of Services, which is attached to this ordinance as EXHIBIT A.

 

Section 2.  That funding for this work in the amount of FIFTY THOUSAND DOLLARS ($50,000) was set aside in the Year 2000 Appropriations to Account No. 101.145.5533, Capital Projects Engineering.

 

Section 3.  That an additional FIVE HUNDRED EIGHT DOLLARS ($508), previously designated for Morrison Road, is hereby authorized  from Account No. 101.145.5533 toward the herein costs.

 

Section 4.  That the total costs authorization of this contract is not to exceed FIFTY THOUSAND FIVE HUNDRED EIGHT DOLLARS ($50,508).

 

Section 5.  That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and upon date of signature approval by the Mayor.
