TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH KS STATE BANK FOR IN-CAR TECHNOLOGY INFRASTRUCTURE; AND TO DECLARE AN EMERGENCY.

WHEREAS, currently, the in-car camera system platform utilized by the Division of Police has reached end-of-life; and
WHEREAS, much of the equipment to include remote microphones and other accessories is no longer compatible with the current vendor’s proposed solution which would require a significant investment in new hardware, software and local digital storage; and
WHEREAS, in order to mitigate costs, the Division conducted a pilot test with Utility, the company that provides the secure network connectivity to the marked fleet and its GPS tracking capability; and
WHEREAS, making the transition to Utility will allow the Division to consolidate all of its in-car technology infrastructure with one vendor; and
WHEREAS, KS State Bank has requested determination and approval authorization from Council that there is a true need for the acquisition of the equipment and that the contract, substantially in the form presented, is in the best interest of the City; and
WHEREAS, the funding for the 2018 lease payment has already been appropriated from the Federal Law Enforcement Trust Fund (FLETF) and future appropriations will be made from the same fund each year of the lease; and
WHEREAS, the lease will be for five years for a total of $180,374 and the equipment ownership transfers to the City at the end of lease term
WHEREAS, it is imperative to move forward with this legislation because of the time sensitivity associated with the lease pricing, and all for the preservation of the public peace, property, health, safety and welfare.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to sign an Agreement with KS State Bank, 2627 KFB Plaza, Suite 202E, Manhattan, KS 66503; for a five year lease and purchase of equipment for in-car technology infrastructure; said Agreement attached as EXHIBIT A, and made a part herein.
Section 2. That, for the reasons set forth in the preamble hereinabove, this Ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
