TO CREATE THE POSITION OF DIRECTOR OF EMERGENCY MANAGEMENT; FOR THE PERIOD OF 14 MONTHS BEGINNING NOVEMBER 1, 2000 AND ENDING DECEMBER 31, 2001; TO ESTABLISH COMPENSATION THEREFOR; TO SUPPLEMENTALLY APPROPRIATE FUNDS THEREFOR; AND TO DECLARE AN EMERGENCY

WHEREAS, it is the desire of the Administration to create the position of Director of Emergency Management, with the mutual understanding that this position is a temporary position for a limited time frame; and
WHEREAS, the duties and responsibilities assigned to this position include an update of all our emergency planning; and
WHEREAS, it is necessary to provide for this part time position at the earliest possible time, all for orderly planning of critical emergency management for the City and for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA:
Section 1. That there is hereby created the part-time, temporary position of Director of Emergency Management to be appointed by the Mayor, with duties to be as outlined in EXHIBIT A attached hereto.
Section 2. That the part-time, temporary position of Director of Emergency Management shall be in effect beginning November 1, 2000 and may extend for a period of fourteen months terminating December 31, 2001, at which time the position shall be reviewed by Council and the Mayor for consideration of extension.
Section 3. That compensation is established for the position of Director of Emergency Management at $30,000 per year with the understanding that the hours may vary on a weekly basis but are not to exceed 1040 hours per year, and with any changes in compensation to be approved by ordinance of Council.
Section 4. That for the balance of the year 2000 Six Thousand Eight Hundred Forty Four Dollars ($6,844) is hereby supplementally appropriated from the unencumbered unappropriated balance in the general fund to the following accounts:

Section 5. That ORD-0001-2000, passed January 3, 2000, is hereby amended to reflect this supplemental appropriation.
Section 6. That for the reasons set forth in the preamble herein above this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and on date of signature approval by the Mayor.
