TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT MODIFICATION WITH MS CONSULTANTS, INC., FOR THE HAMILTON ROAD CENTRAL PROJECT TO ADD THE DESIGN OF A WATERLINE RELOCATION PLAN AND TO COMPLETE THE NEXT PLANNED PHASE OF DESIGN; IMPROVEMENT NO. 785; AND TO DECLARE AN EMERGENCY.

WHEREAS, we have been working with the Franklin County Engineer on this project for many years and the design work has been ongoing since mid 2011 under authority of ORD-0127-2011; and
WHEREAS, a standard part of the design process is to review the condition of existing infrastructure, and from this process we have discovered that the waterline from Carpenter Road to the Northeast School needs to be replaced; and
WHEREAS, the consultant has submitted a fee proposal for additional services necessary to complete the planning, construction plans and right-of-way plans to reconstruct the waterline; and
WHEREAS, the Director of Public Service and the City Engineer have recommended we proceed with MS Consultants for the design work; and
WHEREAS, it is imperative to move forward immediately to meet the deadlines associated with this project, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Contract Modification with MS CONSULTANTS, 2221 Schrock Road, Columbus, Ohio 43229, for design services for the waterline relocation plan and to complete the next planned phase of design, for the Hamilton Road Central Project; Improvement No. 785; proposal attached as EXHIBIT A, and made a part herein.
Section 2. That funding in the amount of TWENTY NINE THOUSAND ONE HUNDRED SIXTY ONE DOLLARS ($29,161) was set aside in the 2013 Appropriations to Account No. 325.122.5596, Capital Improvements, Capital Projects/Improvements, to cover the herein cost.
Section 3. That funding in the amount of THIRTY THOUSAND FOUR HUNDRED SIXTY TWO DOLLARS ($30,462) was set aside in the 2013 Appropriations to Account No. 651.350.5445, Water, Engineering Expenses, to further cover the herein costs.
Section 4. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
