TO AMEND ORD-0294-2007, SALARIES AND BENEFITS FOR UNCLASSIFIED PERSONNEL, AS PREVIOUSLY AMENDED, TO ALLOW FOR CHANGE IN PAY GRADE FOR THE DEPUTY DIRECTOR OF PARKS AND RECREATION AND TO INCLUDE JOB SHARING LANGUAGE IN ARTICLE III; TO SUPPLEMENTALLY APPROPRIATE $6,049; AND TO DECLARE AN EMERGENCY.

WHEREAS, a change in the unclassified ordinance was recently enacted which allowed the Administration to review all Deputy Director positions; and
WHEREAS, the Administration is now recommending a pay grade adjustment for the Deputy Director of Parks and Recreation, and
WHEREAS, the current position of Deputy Director of Parks and Recreation has many more duties and responsibilities than what was set out in 2004 in the Compensation and Classification Study; and
WHEREAS, it is also the desire of the administration to include Job Sharing language in the unclassified ordinance to allow that option for its employees; and
WHEREAS, Job Sharing can be of great benefit to the City and could actually require less funding as neither employee would be eligible for benefits; and
WHEREAS, it is imperative to move forward with these changes for the good of the City, and all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That Article II, Pay Ranges, of ORD-0294-2007, passed December 17, 2007, and as amended, is hereby amended as shown in EXHIBIT A, to reflect a change in pay grade for the Deputy Director of Parks and Recreation.
Section 2. That the unclassified personnel legislation, passed December 17, 2007, and as amended, is hereby amended to add job sharing language in several sections, as shown in EXHIBIT A, attached hereto and made a part herein.
Section 3. That funding in the amount of SIX THOUSAND FORTY NINE DOLLARS ($6,049) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the General Fund to the following Accounts:
101.431.5102, Parks, Deputy Director Salary $5,076
101.431.5131, Parks, PERS 711
101.431.5132, Parks, Worker's Comp 178
101.431.5134, Parks, Life Insurance 10
101.431.5138, Parks, Medicare 74
TOTAL $6,049.
Section 4. That ORD-0001-2008, passed January 2, 2008, is hereby amended to reflect this supplemental appropriation.
Section 5. That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
