TO AUTHORIZE THE DIRECTOR OF PUBLIC SERVICE TO AWARD AND THE MAYOR TO ENTER INTO CONTRACT WITH STRAWSER PAVING CO. FOR U.S. 62 INTERSECTIONS, IMPROVEMENT NO. 653; TO SUPPLEMENTALLY APPROPRIATE FUNDING THEREFOR; AND TO DECLARE AN EMERGENCY

WHEREAS, bids were opened April 24, 1998, and the lowest, responsible, and responsive bid has been recommended by the Director of Public Service and the City Engineer; and
WHEREAS, $525,000 in County Permissive Tax moneys will be available when the contract is awarded; and
WHEREAS, it is prudent to proceed to award this contract at the earliest possible date in order to begin construction as rapidly as weather permits due to intersection deterioration and increased vehicular traffic, all for the preservation of the public peace, health, safety, and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Director of Public Service is hereby authorized to award and the Mayor is authorized to enter into contract with STRAWSER PAVING CO., 1595 Frank Road, P. O. Box 23053, Columbus, Ohio 43223, for U.S. 62 Intersections, Improvement No. 653, in accordance with bid and City specifications for the total cost of Six Hundred Eighty-four Thousand Dollars ($651,611 plus 5.8% contingency = $684,000).
Section 2. That the amount of Five Hundred Twenty-five Thousand Dollars ($525,000) is hereby supplementally appropriated from the County Permissive Fund to Account No. 231.330.5541, County Permissive, Capital Projects, Street Improvements, to cover the herein costs, said money in the process of collection.
Section 3. That the amount of One Hundred Fifty-Nine Thousand Dollars ($159,000) was set aside in the 1998 Appropriations to Account No. 101.145.5541, Capital Projects, Streets, for the purpose of U.S. 62 Intersections.
Section 4. That Ordinance No. 980001, passed January 2, 1998, is hereby amended to reflect this supplemental appropriation.
Section 5. That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation, and shall be in full force and effect immediately upon passage by this Council and approval by the Mayor.
