TITLE
AN ORDINANCE TO AMEND VARIOUS SECTIONS OF THE CITY OF GAHANNA CODE, PART ELEVEN - ZONING, TO UPDATE AND CLARIFY CODE PROVISIONS, REINSTATE OMITTED STANDARDS, AND IMPLEMENT RECOMMENDATIONS OF ADOPTED PLANS
BODY
WHEREAS, City Council adopted a new Zoning Code on April 1, 2024 via ORD-0007-2024, which became effective thereafter; and
WHEREAS, the Department of Planning has been tracking and evaluating implementation of the Zoning Code through a variety of residential and commercial applications; and
WHEREAS, since adoption, the City has adopted the Our Gahanna Strategic Plan and Economic Development Strategy, which recommend aligning zoning regulations with the Land Use Plan and broader community goals; and
WHEREAS, staff has identified the need for amendments including the restoration of previously omitted provisions, revisions to existing standards, and the addition of new language to reflect adopted plans; and
WHEREAS, proposed amendments include, but are not limited to, updates to buffers and screening, outdoor lighting, sign regulations, zoning procedures, residential setbacks, permitted uses, parking standards, Creekside development standards, variance procedures, and definitions; and
WHEREAS, these updates represent the second major effort to refine and improve the Zoning Code since its adoption; and
WHEREAS, City Council held a public hearing on the proposed zoning code changes on April 27, 2026, pursuant to Charter Section 11.05.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the following sections of the Zoning Code, Part Eleven, are hereby amended as set forth in the redline EXHIBIT A, attached hereto and made a part herein:
• Section 1103.07 - Large Lot Residential (R-1)
• Section 1103.17 - Creekside Mixed-Use (CMU)
• Section 1105.01 - Use Table
• Section 1107.02 - Creekside Mixed Use Standards
• Section 1109.01 - Parking, Access and Circulation
• Section 1109.04 - Buffers and Screening
• Section 1109.06 - Outdoor Lighting
• Section 1111.05 - General Sign Standards
• Section 1113.03 - Erosion and Sediment Control
• Section 1117.01 - Zoning Approval
• Section 1117.02 - Variances
• Section 1117.04 - Zoning Map or Text Amendments
• Section 1117.07 - Development Plan
• Section 1123.01 - Glossary
Section 2. That this Ordinance shall be in full force and effect after passage by this Council and 30 days after date of signature of approval by the Mayor.
