TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH MECHANICAL SERVICES INC FOR THE HVAC PORTION OF THE REMODELING OF CITY HALL; TO WAIVE THE BIDDING PROCEDURE; TO SUPPLEMENTALLY APPROPRIATE $18,268 THEREFOR; AND TO DECLARE AN EMERGENCY.

WHEREAS, a contract previously awarded to American Refrigeration has been terminated as of July 18, 2000; and
WHEREAS, four letterheads proposals were received for the original work and the administration is requesting that the contract now be awarded to the second lowest bidder who has submitted a revised quote that includes the correction of the significant amount of piping and equipment that was improperly installed; and
WHEREAS, it is desirable and necessary to effect this contract at the earliest possible date in order that the renovation of the second floor of City Hall may be completed in a timely fashion, all for the preservation of the public peace, health, safety, and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Contract with MECHANICAL SERVICES, INC., 600 Oakland Park Avenue, Columbus, Ohio 43214, for completion of the second floor HVAC project for City Hall, in accordance with proposal letter dated July 25, 2000, attached hereto as EXHIBIT A, and all in accordance with City specifications.
Section 2. That funding in the amount of EIGHTEEN THOUSAND TWO HUNDRED SIXTY EIGHT DOLLARS ($18,268) is hereby supplementally appropriated from the unappropriated, unencumbered balance in the General Fund to Account No. 101.141.5511, Capital Projects/Lands & Buildings, to cover the herein costs.
Section 3. That ORD-0001-2000, passed January 3, 2000, is hereby amended to reflect this supplemental appropriation.
Section 4. That Council hereby waives the competitve bidding procedures on this contract and awards said contract based on letter proposal.
Section 5. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and on the date of signature approval by the Mayor.
