TITLE
AN ORDINANCE ESTABLISHING UTILITY RATES AND AMENDING GAHANNA CODIFIED ORDINANCES TITLE THREE PUBLIC UTILITIES - CHAPTER 919 WATER AND SEWER INTERNAL REVIEW BOARD, CHAPTER 921 SANITARY SEWER CONNECTIONS AND RENTAL RATES, CHAPTER 927 STORM SEWERS, CHAPTER 929 WATER CONNECTIONS AND RATES, CHAPTER 933 BACKFLOW PREVENTION, AND CHAPTER 941 GARBAGE AND RUBBISH COLLECTION; AND DECLARING AN EMERGENCY
BODY
WHEREAS, as required by the Gahanna Code of Ordinances, the Department of Public Service annually reviews provisions within Title Three - Public Utilities of Part Nine - Streets and Public Services Code and associated utilities fee schedules for necessary updates and revisions to utilities rates; and
WHEREAS, the annual review for utility rates is completed after the City of Columbus determines its rates, which are passed on to the City of Gahanna; and
WHEREAS, proposed revisions include changes to Chapters 919 - Water and Sewer Internal Review Board, 921 - Sanitary Sewer Connections and Rental Rates, 927 - Storm Sewers, 929 - Water Connections and Rates, 933 - Backflow Prevention, and 941 - Garbage and Rubbish Collection; and
WHEREAS, the Administration requests passage of this Ordinance as an emergency measure immediately necessary for the preservation of public peace, safety, health, and welfare of the City to ensure rates are effective as of January 1, 2025.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That Gahanna Codified Ordinances Chapters 919 - Water and Sewer Internal Review Board, 921 - Sanitary Sewer Connections and Rental Rates, 927 - Storm Sewers, 929 - Water Connections and Rates, 933 - Backflow Prevention, and 941 - Garbage and Rubbish Collection, are hereby amended and adopted as set forth in EXHIBIT A, attached hereto and made a part herein.
Section 2. That for the reasons set forth in the preamble, this Ordinance is declared an emergency measure which shall be in full force and effect immediately upon passage by this Council and on date of signature of approval by the Mayor.
