TITLE
AN ORDINANCE ADOPTING THE 2026-2030 CITY OF GAHANNA CAPITAL IMPROVEMENT PLAN, SUPERSEDING ALL PRIOR CAPITAL IMPROVEMENT PLANS, AND PROVIDING FOR FUTURE SUNSET
BODY
WHEREAS, on August 21, 2023, City Council adopted ORD-0060-2023, the 2023-2027 City of Gahanna Capital Improvement Plan (CIP), to guide the City’s investments in infrastructure, facilities, and other long-term capital projects; and
WHEREAS, the CIP requires periodic updates and formal approval of amendments, including project modifications, additions, phasing revisions, and financial updates, to ensure alignment with community priorities and fiscal realities; and
WHEREAS, the Administration has prepared the 2026-2030 CIP, which includes general plan updates, revisions to Section 3: Plan Phasing with updated nomenclature carried throughout the document, a new Project List with Fund Source in Section 10, and updated best-known financial information; and
WHEREAS, adoption of the updated CIP precedes and informs the City’s annual budget process, serving as the foundation for development of the annual Capital Budget; and
WHEREAS, it is the intent of City Council that this ordinance and the adopted 2026-2030 CIP supersede all previously adopted Capital Improvement Plans of the City, and that future CIP adoptions shall likewise replace and sunset this ordinance.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO, THAT:
Section 1. The 2026-2030 City of Gahanna Capital Improvement Plan, as presented to City Council, attached hereto as EXHIBIT A, is hereby adopted and incorporated by reference.
Section 2. The adoption of this 2026-2030 CIP supersedes and replaces all previously adopted Capital Improvement Plans, including but not limited to the 2023-2027 CIP, and shall serve as the official capital planning document of the City.
Section 3. This ordinance and the adopted 2026-2030 CIP shall remain in effect until replaced by a subsequent Capital Improvement Plan ordinance duly adopted by City Council, at which time this ordinance shall automatically sunset and be of no further force or effect.
Section 4. The adopted CIP shall guide the preparation of the annual Capital Budget and future appropriations, subject to applicable law and budgetary authority.
Section 5. This Ordinance shall be in full force and effect after passage by this Council and 30 days after signature of approval by the Mayor.
