TO AUTHORIZE THE MAYOR TO ENTER INTO VARIOUS CONTRACTS WITH NECESSARY SKILLED TRADE SUBCONTRACTORS AS PART OF THE CONSTRUCTION OF THE FRIENDSHIP PARK SHELTER PROJECT; TO AUTHORIZE PAYMENT UP TO $109,500 AND TO SUPPLEMENTALLY APPROPRIATE SAID FUNDS; AND TO DECLARE AN EMERGENCY.

WHEREAS, to meet the June deadline for completion of the Friendship Park shelter it is necessary to allow the Mayor to enter into various contracts with subcontractors, not having to come back to Council for each approval; and

 

WHEREAS, funds to be utilized for this project up to $109,000 were appropriated in 2005 in the Park In Lieu Fees Account, 328.431.5533; and

 

WHEREAS, with the change to numerous subcontractors it will be necessary to release the 2005 funds as we are unable to redistribute said prior funds to various vendors; and

 

WHEREAS, a supplemental appropriation from 2006 funds is therefore necessary; and

 

WHEREAS, it is imperative to have the shelter completed by June to meet the deadline for the summer camp program, all for the preservation of the public peace, health, safety and welfare;

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:

 

Section 1.  That the Mayor is hereby authorized to enter into contract with various subcontractors with necessary skilled trade as part of the construction  of the Friendship Park shelter, to allow for completion of the shelter by June 1, 2006.

 

Section 2.  That three quotes will be obtained for all work and any contract with a quote in excess of $25,000 will be brought to Council for authorization as a part of a formal bid process.

 

Section 3.  That funding in the amount of ONE HUNDRED NINE THOUSAND FIVE HUNDRED DOLLARS ($109,500) is hereby supplementally appropriated from the unencumbered, unappropriated balance in the General Fund to Account No. 101.991.5939, Transfer to cover the herein costs.

 

Section 4.  That funding in the amount of ONE HUNDRED NINE THOUSAND FIVE HUNDRED DOLLARS ($109,500) is hereby transferred from Account No. 101.991.5939, Transfer, to the Park in Lieu of Fees Fund to cover the herein costs.

 

Section 5.  That funding in the amount of ONE HUNDRED NINE THOUSAND FIVE HUNDRED DOLLARS ($109,500) is hereby supplementally appropriated from the unencumbered, unappropriated balance in the Parks in Lieu Fee Fund to Account No. 328.431.5533, Park in Lieu Fees Capital to cover the herein costs.

 

Section 6.  That the encumbrance of the $109,000 in 2005 funds for this project is hereby released.

 

Section 7.   That ORD-0001-2006, passed January 2, 2006, is hereby amended to reflect this supplemental appropriation and transfer of funds.  

 

Section 8.  That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
