TO AUTHORIZE HOURS FOR A TEMPORARY PART TIME EMPLOYEE TO ASSIST WITH BUILDING PLAN RECORDS CONSOLIDATION; TO TRANSFER FUNDS; AND TO DECLARE AN EMERGENCY.

WHEREAS, there are at least 30 years of building plans stored in the basement and the Records Administrator and Chief Building Official have devised a system of storage of these plans for ready accessibility that has been implemented for new plans coming in; and
WHEREAS, it is a monumental task to bring all of the past building plans into this new system and it has been recommended by the Records Commission and the Clerk of Council that a part-time person is needed to assist with this process; and
WHEREAS, the Records Commission is proposing adding hours to a current part time employee on a temporary basis to dedicate hours to this project; and
WHEREAS, it is imperative to move forward with this project, all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That additional hours are hereby authorized for a temporary part time employee to assist with Building plan records consolidation.
Section 2. That funding in the amount of FOUR THOUSAND SEVEN HUNDRED FIFTY EIGHT DOLLARS ($4,758) is hereby transferred from Account No. 101.344.5596, Building, Capital Projects/Improvements, to the following Accounts:
$4,000 101.123.5111, Records Administration, Part Time Clerical
$ 560 101.123.5131, Records Administration, PERS
$ 140 101.123.5132, Records Administration, Workers Compensation
$ 58 101.123.5138, Records Administration, Medicare
$4,758 TOTAL.
Section 3. That ORD-0001-2008, passed January 2, 2008, is hereby amended to reflect this transfer of funds.
Section 4. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
