TO AMEND ORD-0287-2000, TO ESTABLISH THE RATES OF PAY AND BENEFITS FOR UNCLASSIFIED PERSONNEL; TO LOWER THE RANGE OF THE POSITION OF SECRETARY TO THE DIRECTOR OF PUBLIC SERVICE; TO ALLOW THE CURRENT SECRETARY TO BE MOVED TO THE POSITION OF ADMINISTRATIVE ASSISTANT TO THE DIRECTOR OF PUBLIC SERVICE AT A RATE HIGHER THAN THE ENTRY LEVEL; TO TRANSFER FUNDS OF $6,461; AND TO DECLARE AN EMERGENCY.

WHEREAS, it is the recommendation of the Administration, and Council concurs, that Dottie Franey be moved from the position of Secretary to the Director of Public Service to the position of Administrative Assistant to the Director of Public Service; and
WHEREAS, Franey's current salary is higher than the entry level of the Administrative Assistant position; and
WHEREAS, the Director of Public Service would like to lower the starting range for the position of Secretary to the Director of Public Service vacated by Franey to the $30,000 - $45,000 range; and
WHEREAS, to employ a new Secretary to the Department of Public Service in this busiest season for the department in a timely fashion, it is imperative to move forward with this ordinance as quickly as possible, all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That Article II, Pay Ranges, of ORD-0287-2000, passed December 18, 2000, and as amended, is hereby amended to place the position of Secretary to the Director of Public Service in the $30,000 - $45,000 pay range as shown in EXHIBIT A, attached hereto and made a part herein.
Section 2. That Article II, Pay Ranges, of ORD-0287-2000, passed December 18, 2000, and as amended, is hereby amended to allow the lateral transfer of Dottie Franey to Administrative Assistant to the Director of Public Service at her current salary which is above the entry rate allowed and as shown in EXHIBIT A, attached hereto and made a part herein.
Section 3. That funding in the amount of SIX THOUSAND FOUR HUNDRED SIXTY ONE DOLLARS ($6,461) is hereby transferred from Account No. 101.140.5106, Salary Staff, to Account No. 101.140.5108, Salary Administrative Assistant, to cover the herein costs.
Section 4. That ORD-0001-2001, passed January 2, 2001, is hereby amended to reflect this transfer of funds.
Section 5. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation, and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
