TITLE
AN ORDINANCE AUTHORIZING THE MAYOR TO ISSUE A NOTICE OF AWARD AND ENTER INTO A CONTRACT WITH RUMPKE OF OHIO, INC. FOR RECYCLING PROCESSING SERVICES
BODY
WHEREAS, the City of Gahanna participates in a refuse consortium facilitated by the Solid Waste Authority of Central Ohio (SWACO) with other central Ohio communities for the purpose of collaboratively procuring refuse and recycling-related services and promoting the efficient use of taxpayer resources; and
WHEREAS, on June 11, 2026, the consortium solicited competitive bids for recycling processing services for a five-year term beginning January 1, 2027; and
WHEREAS, bids were opened on July 17, 2026, and bids were received from Rumpke of Ohio, Inc. and Waste Management; and
WHEREAS, following review and evaluation of the bids, the Administration determined that Rumpke of Ohio, Inc. submitted the lowest responsive and responsible bid for recycling processing services; and
WHEREAS, Rumpke of Ohio, Inc. proposed a processing rate of Thirty-Five Dollars ($35.00) per ton for the five-year contract term, together with a revenue-sharing provision under which the City may receive fifty percent (50%) of revenue realized beyond processing expenses, capped at Twenty Dollars ($20.00) per ton; and
WHEREAS, the Administration has determined that entering into a contract with Rumpke of Ohio, Inc. for recycling processing services is in the best interest of the City.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to issue a Notice of Award to Rumpke of Ohio, Inc., located at 3990 Generation Drive, Cincinnati, Ohio 45251, for recycling processing services, substantially in the form attached hereto as EXHIBIT A.
Section 2. That the Mayor is hereby authorized to enter into a Recycling Processing Agreement with Rumpke of Ohio, Inc. for a five-year term beginning January 1, 2027, at a processing rate of Thirty-Five Dollars ($35.00) per ton, together with the revenue-sharing provisions set forth in the agreement, substantially in the form attached hereto as EXHIBIT B, subject to final approval by the City Attorney as to form.
Section 3. That this Ordinance shall be in full force and effect after passage by this Council and 30 days after the date of signature of approval by the Mayor.
