TITLE
A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT AMENDMENT WITH TYLER TECHNOLOGIES, INC., FOR THE PURCHASE AND IMPLEMENTATION OF ADDITIONAL UTILITY BILLING AND PAYMENT SOFTWARE MODULES
BODY
WHEREAS, the City of Gahanna currently utilizes financial software provided by Tyler Technologies, Inc., and the Administration has identified an opportunity to modernize the City's utility billing and payment processes through additional software modules; and
WHEREAS, the proposed modules will replace the City's existing utility billing platform and provide enhanced capabilities for billing, payment processing, reporting, customer service, and integration with the City's financial and geographic information systems; and
WHEREAS, the proposed contract amendment supports Our Gahanna Strategic Plan, Strategy 2.A.1.2, to "Assess technology usage across all city departments and identify needs and/or barriers to utilizing available technology to the fullest extent to enhance communications and improve operations," by consolidating utility billing processes within the City's existing financial software platform and improving operational efficiency and customer service; and
WHEREAS, the Administration has recommended amending the City's existing agreement with Tyler Technologies, Inc., to purchase and implement the additional utility billing and payment software modules at a cost of $165,538; and
WHEREAS, $60,000 has been appropriated toward the project, with the remaining funding included in the proposed 2027 operating budget; and
WHEREAS, the proposed contract amendment exceeds $150,000 and therefore requires authorization by City Council.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to execute a contract amendment with Tyler Technologies, Inc., for the purchase and implementation of additional utility billing and payment software modules, in an amount not to exceed $165,538, substantially in accordance with the contract amendment attached hereto as EXHIBIT A and made a part herein.
Section 2. That expenditures pursuant to this Resolution shall be made from funds lawfully appropriated and available for such purpose.
Section 3. That this Resolution shall be in full force and effect at the earliest period allowed by law.
