TO AUTHORIZE THE MAYOR TO ENTER INTO COOPERATIVE FUNDING AGREEMENT WITH THE CITY OF COLUMBUS, FRANKLIN COUNTY AND THE VILLAGE OF NEW ALBANY FOR THE MORSE ROAD AT USR 62 INTERSECTION IMPROVEMENT NO. 753; AND TO DECLARE AN EMERGENCY.

WHEREAS, the City of Gahanna, Ohio has declared necessary the improvement of the intersection of USR 62 and Morse Road, more specifically described below and also known as FRA-62-26.32;

 

Project Location and Description:

1.  USR 62 from a point approximately 1580 feet southwest of Morse Road to a point 1280 feet northeast of Morse Road;

 

2.  Morse Road from a point 1250 feet west of USR 62 to a point 1500 feet east of USR 62;

 

3.  The project includes widening of USR 62 and Morse from existing two lane roads to a five-lane and six-lane intersection.  The proposed improvement will include new curb and gutter, sidewalks with ADA compliant handicap ramps, storm sewer improvements and an upgraded traffic signal;

 

4.  The project also widens the USR 62 and Morse Road bridges over Rocky Fork Creek;

 

5.  This project has portion in the Cities of Gahanna and Columbus, the Village of New Albany and Plain Township all in Franklin County; and

 

WHEREAS, USR 62 and Morse Road have utility to the general public of all the above mentioned local jurisdictions, that of being an important arterial link between the residents of these communities for through traffic, and public interest demands its continued safe and efficient use; and

 

WHEREAS, growth in this region of Franklin County has reduced the Level of Service for this key intersection causing undo delays for the motorists using it; and

 

WHEREAS, the safety and convenience to the general public have been diminished creating the need for the proposed improvements, all for the preservation of the public peace, health, safety and welfare:

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:

 

Section 1.  That the City of Gahanna, along with the City of Columbus, The Village of New Albany and Franklin County Engineers do hereby mutually agree to cooperate in the planning, design and construction and to share in the cost and expense of the proposed improvement, as listed in EXHIBIT A, attached, and made a part of the Ordinance herein.

 

Section 2.  That for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
