TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH BIRD HOUK TO CONDUCT THE SOUTH HAMILTON ROAD GATEWAY BEAUTIFICATION AND ENTRYWAYS SIGNAGE PLAN; TO SUPPLEMENTALLY APPROPRIATE $35,250; AND TO DECLARE AND EMERGENCY.

WHEREAS, a comparative evaluation between the City's 62 gateway entrance and South Hamilton Road clearly demonstrates the need for coordinated aesthetic improvements south of Morrison Road; and
WHEREAS, there is no current comprehensive plan for coordinated entrance signage on entryways into Gahanna; and
WHEREAS, the timing of this project is critical in that a portion of the cost for the barrier wall is being provided by Federal money in conjunction with the 270 ramp modification; and
WHEREAS, it is imperative to begin work as soon as possible to have preliminary deliverables with cost estimates completed by winter 2006 and final deliverables to Planning Commission by early 2007 all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFOR, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Contract with Bird-Houk Collaborative for Landscape Architectural Services for the South Hamilton Road Gateway Beautification and Entryways Signage Plan, said contract attached hereto as EXHIBIT A, and made a part herein.
Section 2. That funding in the amount of THIRTY FIVE THOUSAND TWO HUNDRED FIFTY DOLLARS ($35,250) is hereby supplementally appropriated from the unencumbered, unappropriated balance in the General Fund to Account No. 101.343.5511, Development, Capital Projects, to cover the herein costs.
Section 3. That funding in the amount of FIVE THOUSAND DOLLARS ($5,000) was appropriated to Acct. No. 101.343.5511, Development, Capital Projects, in the 2006 appropriations.
Section 4. That ORD-0001-2006, passed January 2, 2006, is hereby amended to reflect this supplemental appropriation.
Section 5. That for the reasons set forth in the preamble herein above, this ordinance shall be deemed emergency legislation and shall be in full force and effect after passage by this Council and upon signature approval by the Mayor.
