TO AMEND CIVIL SERVICE RULES AND REGULATIONS BY THE ADOPTION OF NEWLY NUMBERED SECTION 4.13, MILITARY SERVICE CREDIT, SECTION 4.14, CREDIT FOR SERVICE AS GAHANNA RESERVE POLICE OFFICER, AND SECTION 4.15, PREFERENCE CREDIT POINTS, PROMOTIONAL EXAMINATIONS; AND TO DECLARE AN EMERGENCY.

WHEREAS, Civil Service Rules and Regulations were adopted by Ordinance No. 141-2002; and
WHEREAS, City Council by MR-0057-2002 passed October 7, 2002 requested that the Civil Service Commission relook the issue of military service credit and reserve police officer credit and make a recommendation back to Council; and
WHEREAS, Civil Service held a special meeting on October 10, 2002 and made a recommendation to City Council which was taken into consideration in the rewrite to add these considerations back into the adopted Civil Service Rules and Regulations; and
WHEREAS, City Council has recommended an amendment to these rules to put Military Service Credit back in as 5% of the total grade achieved by the candidate if they pass the written test; and
WHEREAS, City Council has recommended an amendment to these rules to put Gahanna Reserve Police Officer credit back in as 5% of the total grade achieved by the candidate if they pass the written test; as long as the reserve is in good standing and has completed 192 hours of service with Gahanna Reserve Force; and
WHEREAS, City Council has recommended an amendment to these rules to put Preference Credit Points, Promotional Examinations, back in; and
WHEREAS, it is imperative to move forward with this to have it in place for the Police Officer test scheduled for January 11, 2003, and for the smooth operations of the Civil Service Commission, all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That this Council hereby adopts Section 4.13, Military Service Credit, Section 4.14, Credit for Service as Gahanna Reserve Officer, and Section 4.15, Preference Credit Points, Promotional Examinations, of the Civil Service Commission Rules and Regulations adopted by Ord. 141-2002, said rules stating as attached in EXHIBIT A, and made a part herein.
Section 2. That the Civil Service Commission Rules and Regulations adopted by ORD-0141-2002 are hereby amended.
Section 3. That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and on date of signature approval by the Mayor.
