TO AUTHORIZE THE MAYOR TO ENTER INTO INTERLOCAL AGREEMENT BETWEEN THE CITY OF GAHANNA, AND FRANKLIN COUNTY, OHIO, FOR THE 2009 AND 2010 AMERICAN RECOVERY AND REINVESTMENT ACT EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM; AND TO DECLARE AN EMERGENCY.

WHEREAS, as part of the 2009 and 2010 American Recovery and Reinvestment Act, Justice Assistance Grant program, the City must enter into an InterLocal Agreement with Franklin County; and
WHEREAS, the County serves as the applicant/Fiscal Agent for joint funds awarded under the JAG program; and
WHEREAS, the City will be awarded $10,913 from a 2009 grant and $10,591 from a 2010 grant; and
WHEREAS, it is imperative to move forward so that grants can be issued in a timely manner, and all for the preservation of the public peace, property, health, safety and welfare; and
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into INTERLOCAL AGREEMENT between the City of Gahanna, Ohio and Franklin County, Ohio, for 2009 and 2010 American Recovery and Reinvestment Act, Edward Byrne Memorial Justice Assistance Grant (JAG) Program; Agreements attached as EXHIBIT A and EXHIBIT B.
Section 2. That funding in the amount of TEN THOUSAND NINE HUNDRED THIRTEEN DOLLARS ($10,913) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the General Fund to Account No. 101.211.5512, Police, Capital Equipment as the 2009 grant funds.
Section 3. That ORD-0001-2010, passed January 2, 2010, is hereby amended to reflect this supplemental appropriation.
Section 4. That funding in the amount of TEN THOUSAND FIVE HUNDRED NINETY ONE DOLLARS ($10,591) will be set aside in the 2011 Appropriations as 2010 grant funds.
Section 5. That, for the reasons set forth in the preamble herein above this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
