Wetherholt stated that the road is not finished yet; John Lind with Homewood is here. |

Lind stated that it has been a very long spring; had hoped to have the road done in |

July; has kept on raining; getting close; should be pouring the curbs tomorrow. |

Wetherholt stated that we should be in the position to accept it by next committee |
|
meeting. |

Wetherholt stated that this is pretty straightforward; ORD-169 and ORD-170 are |

together; basically they are just creating YMCA Place as a street; everything is in |
|
order. |

TO AUTHORIZE THE DIRECTOR OF PUBLIC SERVICE TO AWARD AND THE |

CONSTRUCTION OF THE JAMES ROAD BRIDGE; IMPROVEMENT NO. 819; TO |
|
SUPPLEMENTALLY APPROPRIATE $16,035; AND TO DECLARE AN |
|
EMERGENCY. |

Wetherholt stated that the County has removed James Road from the permissive tax |
|
eligibility list; we were counting on $100,000 from that money for the project; the bid |
|
was good and if we use all of the general money appropriated, we will need a |
|
supplemental for $45,465; we will be able to offset by using the permissive funds on |
|
Hamilton Road or Morse/62. |

ISSUES - From City Engineer:
James Road Bridge - Purchase of Right of Way

Wetherholt noted that the right of way is expected to be about $8,000; need ordinance |
|
to authorize contracts with the four owners. |

Wetherholt stated that there are various property owners we need to purchase right of |
|
way from; need authorization to purchase. |

2003 Asphalt Overlay - Add Price Road
|
Wetherholt stated that we got proposals from contractor to put in drainage; need to go |
|
ahead with this to correct the problem; talked to Mrs. Krivit about drainage issues on |
|
Price Road and went back and got proposal from contractor to put in drainage; will |
|
add $9,670 to project; is too much to put in under contingency; in order to go forward |
|
with drainage work need to amend pending legislation; need to get commitment from |
|
Pastor to offset portion of this; Wetherholt and Emery suggested we go ahead with this |
|
to correct the problems and work on an agreement and have another ordinance to |
|
accept the monies whatever that is when they come in. O'Brien noted the church wasn't |
|
required to put in drainage by virtue of this project; is still under construction. |
|

2003 Asphalt Overlay - Add Parking Lot Paving
|
Wetherholt stated that when Creekside project was done, the City agreed with the |
|
property owners to repave the parking lot; we had used that area as a staging area for |
|
construction; many delays due to weather; now that Old Bag of Nails is almost |
|
complete; owners have reminded us of our agreement; estimated cost of $10,000. |

Peace Lutheran Church Land Swap
|
Wetherholt stated that they met with Peace Lutheran; land swap had been proposed |
|
back in 2000; was later dropped; came back with more support; need access on |
|
Hamilton Road; the driveway would be on what is now city property; church would give |
|
City property on other side; needs legislation for Mayor to execute the portion of the |
|
deed that gives away City land. |

US 62 Speed Reduction - Stygler to Mill
|
Wetherholt stated that ODOT rejected the 25 mph; Tom Komlanc is still trying to |
|
reason with them; needs ordinance to change to 40 mph. O'Brien stated that he will |
|
contact Jim McGregor; something needs to be changed; someone needs to do |
|
something. |
|

EPA Fee - Supplemental Appropriation
|
Wetherholt stated that we have more services now than what was estimated for 2003; |
|
EPA fees went up; we are short $1,950; have no choice but to pay it. |

ISSUES - From Director of Public Service:
Price Road Wastewater Issues
|
Emery stated that they met with Pastor Owens; he will be working closely with the EPA; |
|
moving in the right direction with waste water. |
Improved Communication to Residents
|
Emery stated that this is for FYI purposes only; we have a committee formed to come |
|
up with ways to enhance customer service; will be reporting back to Council on |
|
progress. |
Council of Governments for Gas and Electric Aggregation
|
Emery stated that we have been contacted by other cities to form a Council of |
|
Governments to seek best options in aggregation; we will be pulling resources and |
|
communities together; no financial commitment is needed at this time; will channel |
|
everything through Council. |
|
