ISSUES:
East Industrial Sanitary Sewer - Supplemental Appropriation
|
Wetherholt said that ground water is emerging in the vicinity of the sewer on the Don |
|
Miller property; installation must have altered the groundwater flow; property owner |
|
appears to have a claim; cost to install drain tile is $2,389; legal description is now |
|
available so the ordinance can move forward which establishes the district. |
|
Recommendation: Legislation for Introduction; 2nd Reading, Consent; no need to |
|
come back to committee. |
Asphalt Overlay - Award Contract
|
Wetherholt said that bids were opened on Friday; award bid to Miller Pavement; total |
|
amount includes $26,400 that the City received from M/I for Morse Road at Havant per |
|
Ord-0240-2002; also need accompanying inspection contract; also includes overlaying |
|
curb ramps to bring to ADA conformity; added in 2.5% contingency to match the |
|
appropriated funds; hope that will be enough; award inspection contract to Stilson. |
|
Recommendation: Legislation for Introduction; 2nd Reading, Consent; 2 separate |
|
ordinances; no need to come back to committee. |
Taylor Road at Eastgate - Right of Way Settlement
|
The eminent domain action with Ruth Junkermann has been settled; they agreed to |
|
reduce their demands to $11,240 above the offered amount; results in an increase of the |
|
waterline easement that is being obtained; will be paid from a water fund. The check |
|
for $27,790 to the County Clerk of Courts for waterline easement has been returned. |
|
This means the total of the supplemental for settlement is $39,210; need ordinance to |
|
authorize the settlement and appropriate the funds. |
|
Recommendation: Legislation for Introduction; 2nd Reading Consent; no need to come |
|
back to committee. |
Columbus Academy
|
Wetherholt said the Academy requested a waiver of fees expecting a blanket waiver. |
|
Emery has found that two items are valid and could be waived; GCO section 1107.03 |
|
requires developer to put into escrow $100 per acre for security on delivery of asbuilt |
|
drawing; Academy campus is so large that the deposit is extremely high; recommend |
|
reducing deposit from $23,000 to $5,000. Also code provides that the 1% legal and |
|
administrative fee for private storm sewer work may be waived by the Service Director; |
|
Academy is upgrading the entire campus to conform to the storm water management |
|
requirements; feel administrative fee should be waived. We asked the Academy to |
|
convert the water meter system to one master meter for the campus which is a financial |
|
burden; were in disagreement with them on the placing of the meter pit we wanted it on |
|
Highmeadow next to the watermain; agreed to accept the bid amount for the meter pit if |
|
located in the parking lot and building the pit on Highmeadow; justified where the cost |
|
is provided by the customer. |
|
Requesting motion resolution to bid using letterhead quotes and waiving the formal bid |
|
requirements since the work is estimated at below bid requirements; work must be done |
|
over summer break, and Academy will pay for the base cost of the meter pit. |
|
O'Brien asked if any of this will result in money coming out of the taxpayers pocket. |
|
Wetherholt said we are waiving only discretionary administrative fees; master meter |
|
work will be so much better on Highmeadow; maintenance of the whole line will be the |
|
responsibility of the Academy; win win situation for all. |
|
Recommendation: Motion Resolution to go out for bids using letterhead quotes and |
|
waiving formal bid requirements; Consent Agenda. |
