| Sherwood stated this is the second piece of property obtained from The Hunters Ridge |
| Recreation Association; deed has been recorded and this is our standard acceptance |
| ordinance; has had first reading. |
| Sherwood stated that the 60 day hold period is up June 10; next week is the first regular |
| meeting after that and should have first reading. White stated this property is to be part |
| of the Gahanna Grove development; completes a consistent piece of property along |
| Johnstown Road; makes our borders in the triangle fairly regular. |
| RECOMMENDATION: 1st reading, no need to come back to committee, 2nd reading, |
| consent agenda. |
| White distributed another updated handout; a new sign will go up downtown; is a 3 day |
| festival; CVB has a brochure that also shows the hotels and it talks about the festival |
| being three days and stay at the local hotels. Angelou requested copies of that brochure |
| for the packets. In response to question from Hogan, White stated that the festival is |
| advertised regionally in festival magazines, Ohio tourism, AAA, etc. Also the Classic |
| Car and crafters organizations have their own following and are advertising, as well as |
| the jazz and blues organizations; they also have their own following. |
| White stated that Sky Bank is going to locate at the Sunoco station; have a conditional |
| use for drive thru pending with Planning Commission; will be a very nice update and |
| remodeling of that business. Thom asked if they would have trouble with pulling the |
| tanks. White stated that should not be a problem. Weber stated they have wanted out |
| for quite a while. White stated that repair is difficult any more; Crossroads has sold |
| another lot for another 30,000 sf facility; not sure how many jobs; a very small condo |
| project is proposed for Goshen Lane near I-270 for single parent dwellings for |
| ownership; density is within the allowable 12 units per acre; TIDE meeting will be June |
| 24 and Industrial Round Table will be June 26 at the Hickory House. |
| White noted they had been working with RMA , a financial servicing center with about |
| 100 employees; wanted to enlarge their parking lot and move and consolidate to move |
| 300 to 400 employees to Gahanna; met on Friday and they lost their major account; not |
| only are we not going to get the expansion we lost about 90 jobs; they are consolidating |
| to Westerville because that's where other facility is; not taking 90 people from Gahanna |
| but they are being laid off; 20 people retained here as server is here; difficult to move |
| those servers; technical people will still be here; met with owner of the building and |
| discussed some other opportunities; have something else that may move into that area; |
| one of the issues we have is competing against new office product; they have tax |
| incentives that we don't have and question now is whether we can afford; was an article |
| on suburban success in Sunday's paper; Westerville has an electric utility and it has |
| done so well and they are not spending the proceeds; went to court; and ruling was |
| given that they could take the proceeds and spend it for other capital programs; expand |
| the electric utilization; that's how they built Westar; spent about $48 million; none of it |
| was passed on to developers; read in here that taxes are up; one of the companies Excel |
| is expanding in place and left their previous location and moved up; ABB is leaving |
| Columbus; we didn't know about it; weren't even considered; they looked at Hilliard, |
| Westerville and Columbus; we are getting very few hits from Department of |
| Development; are looking at a 100,000 sf potential user; office market is so depressed; |
| Economic Development Director in Dublin stated that they are 20% vacancy; |
| downtown is higher than that; am not proposing any kind of new incentive programs; |
| want to be careful at this point. Angelou asked if Westerville did Revenue Sharing. |
| White stated she did not believe they did; not sure they are operating out of CRA's; |
| Westar is not a CRA; probably another type like the one we did for the Kahiki. |
| Angelou stated we have CRA's and have revenue sharing with schools; we have tax |
| abatement in industrial zone; have other tax abated areas and then this office incentive |
| program. White stated we have 3 programs; the old program is limited leases at old |
| rate; then CRA's with tax abatement; then the new program is done on an individual |
| basis; they bring a proposal and we look at it. Angelou asked how many are left in the |
| original industrial zone. White stated the 1980 one has about 33; Donato's has one lot; |
| all still are active; last one goes off in 2014; first one goes off in 2008 and then some |
| every year. |
| White stated we are concentrating on getting fiber to our park; if we have fiber and can |
| provide it in such a way that it becomes affordable or an incentive for these companies |
| we will have an incentive; fiber is to individual user; now have Marchese involved in |
| our meetings as we needed that technical expertise; know what we need from an |
| incentive program but are all different kinds of services. Angelou stated that TIDE and |
| Industrial Round Table both have fiber deployment strategies on their next agenda. |
| White stated that the difference is that some are our partners and some are our |
| industrial businesses. Thom stated he thought we ran fiber out there. White stated we |
| were talking about it for that area when the telecommunications disasters hit and the |
| fiber companies all went away. Thom reiterated he thought we had put fiber out there. |
| White stated AEP has their own; McGraw Hill has theirs and Don Kenney put some in |
| but only because he was going to lose his tenants; we may have put some conduit in but |
| not fiber; can sit down with Marchese and Michalic and figure out what we had. |
