COUNCIL; REPEALING RESOLUTION NO. 7-91; AND DECLARING AN |
|

ISSUES - From Director of Development:
Franklin County CDBG Funds:
|
White stated we need to make application for grant; asking for resolution authorizing us |
|
to do so; this is one of our identified sources of funds; asking for $250,000 to assist in |
|
funding a streetscape improvement project associated with Creekside; application has |
|
to be in by the end of the month; in looking for funds to offset potential costs, it was |
|
indicated we could be eligible for some funding; this resolution authorizes me to submit |
|
the application; should we receive those funds will need to do acceptance in |
|
accordance with terms of the application; in the event that Creekside proposal goes this |
|
would also follow; funds probably would not be available until April next year. In |
|
response to question from Angelou, White stated we have to show we've started the |
|
process; can send the resolution once it's passed; how long will it be till we hear. In |
|
response to question from Thom, White stated we should know by the end of February if |
|
we receive this. |

Christian Meeting Rooms:

White stated that McAlister had called and asked about this issue; they applied for a |
|
conditional use application; we looked at their request; now that we have established |
|
the Restricted Institutional District this property should be rezoned to that district; we |
|
have taken conditional uses for churches out of residential districts; we recommended |
|
that they get property rezoned; have started that process; a couple are done or in the |
|
process; there is a cost associated with that; one expense is for signage for the |
|
rezoning; we will be purchasing some of those signs; have to rezone our properties as |
|
well; notified all of the churches twice; now speeding that up and attempting to get |
|
those rezoned; all churches, schools, and governmental institutions; they did have a |
|
conditional use that expired; is appropriate to have zoning application now; did pay a |
|
fee for that conditional use application and they are asking for a refund. |

RECOMMENDATION: Motion resolution, consent agenda. |
Annexation - 4328 N. Hamilton Road, Cuppy:
|
Clerk noted that an annexation petition was filed for this property; need to do a services |
|
ordinance; in order to get it timely to the County need a waiver and emergency on the |
|
legislation. |
|
RECOMMENDATION: 1st reading with waiver of second reading, as emergency. |
