ISSUES - From City Engineer:

2003 Street Program - Update on Proposed Streets

Wetherholt went over the data entry sheets for the street program; this program will be

able to be maintained and updated as needed; rating system was explained; due to

Budget cuts Hermitage was cut for this year; $480,000 was recently discovered in an

escrow account for ODOT projects; bank is wanting us to do something with it; would

like to apply to Hermitage Rebuild and combine that with Levitt; this will keep us

moving on rebuild projects; allows us to set up a schedule for future rebuilds.

College Park Sanitary Sewer Study - Update

Jackson stated that we have been working in College Park; televised lines; did some

root cutting; came up with some possible methods of remediation; structurally the lines

are sound; no major problems right now; did flow tests; we suggest grouting each joint

and using a foam herbicide to kill roots; pipe relining can get expensive and right now

that is not really needed; sent letters out to homeowners where it is their responsibility

to have the roots cut out from the lateral; will get a more detailed proposal and come

back to Council; this is just the update.

ISSUES - From Director of Public Service

Olde Gahanna Parking Area Behind Dr. Male's Office

Emery stated that this is the parking lot owned by Dr. Male, but is maintained by the

City of Gahanna; it is our responsibility to resurface that area; there is money budgeted

for this year; will arrange to have this done when Dr. Male's office is shut down; will

include a inch and a half overlay.

RECOMMENDATION: 1st Reading; No need to come back to Committee; 2nd

Reading; Consent

Pen-Lor Enterprises Contract Modification

Emery stated that we are currently under contract until May 31st; my request is to

extend this current contract through December 31st; interest on our part to pursue the

market to get in a bid process; with time frame we are up against felt it would be better

to extend it; sat down with Pen Lor and made a couple of adjustments to current

contract; works well for both parties; wanted to position ourselves to seek market out to

get best situation.

RECOMMENDATION: 1st Reading; No need to come back to Committee; 2nd

Reading; Consent

Emery stated that he wanted to update Council of current practice of sewer backups; we

need to educate the citizens on what to do in case of a backup; they need to call the City

first; we will be educating our employees on how to handle these situations; there will

be one person as a contact; would like to put information in a water bill and an article

in the newspaper to inform people on what to do.
