Weber stated that we have the deed, it was delivered today the attorney for DeCarlo. |

Hogan asked is this in Jefferson or Mifflin. Weber replied this will be Jefferson. |

Thom stated that there has not been any changes.

ISSUES - Carried Over from Last Committee:
Park Land Dedication, Mann Property, 4541 E. Johnstown Road.

Thom commented there was some discussion that fees in lieu of would look better than |
|
the land. White stated that at this point there is some unreadiness; talked to the |
|
Developer and they are indeed going to fill the lake; Mitchell had commented at the last |
|
committee meeting that he wanted the lake with the land; when I told the Developer |
|
what the fees would be, he told me that he would have to go back to the drawing board. |
|
Thom asked how much are the fees. White replied $254,000. Sherwood commented |
|
that the applicant Judith Disraeli has requested a postponement of the zoning |
|
application for the February 26th Planning Commission meeting. Thom stated that we |
|
need to make a recommendation this evening to Planning Commission. |
|
Recommendation: Recommended to Planning Commission if the pond is available we |
|
want land, otherwise we want fees in lieu. |

Thom stated that Mitchell said the only reason he wanted the lake was because he |
|
thought he make something out of it,. |
ISSUES - From Director of Development:
Bicentennial Report.
|
Murdock stated Gahanna's Ohio Bicentennial Kickoff Event will be this Saturday, |
|
March 1st at the Gahanna Senior Center; the event starts at 11:00 A.M. with a |
|
one-hour program to be followed by refreshments and a live telecast of the statewide |
|
celebration in Chillicothe; highlights of Gahanna's program include the dedication of |
|
an Ohio Bicentennial quilt to the City; a portrayal of Judge Ephraim Cutler; stories |
|
from Gahanna's past by Gahanna's seniors, and more. |
RFP - Creekside Development.
|
White stated that on Wednesday, February 19th, the Creekside Development Team and |
|
the CIC released the Request for Proposals for private development on the old post |
|
office and old firehouse properties on Mill Street; allowing six weeks for proposals to |
|
be put together, the deadline will be Thursday, March 27th at 12 noon; the timing of the |
|
RFP has been set several weeks after the Creekside Phase II bidding process to allow |
|
the City to determine how and if the bidding process for the Creekside Phase II project |
|
will affect the RFP's conditions and requirements; the RFP was initially 25 known and |
|
potentially interested developers both in Central Ohio and outside the region; a press |
|
release that announced the RFP was issued to over 40 media outlets; thanked Murdock |
|
and George Parker for a job well done on the RFP document; we did all the |
|
documentation in-house; complimented Michalec on a fantastic job for the various GIS |
|
pictures in the RFP documentation; it took a lot of our time; however, overall am very |
|
pleased with the entire presentation. |

Thom, asked about the timeframe. White stated that she told them around May/June; |
|
once they are finished with Creekside which should be around November, they should |
|
be able to begin developing in February 2004; the developers should have their |
|
financing in place and been through Planning Commission. |
|
Hogan commented that he has a concern about the annexation, in regards that the Fire |
|
Department might not know about these annexations; asked can someone notify both |
|
Jefferson and Mifflin. Sherwood commented that she would handle this request. |
