TITLE
AN ORDINANCE AUTHORIZING THE MAYOR TO MODIFY VARIOUS AGREEMENTS WITH SCIENCE ONE, LLC, RELATING TO THE TECH CENTER DRIVE EXTENSION, WAIVING SECOND READING, AND DECLARING AN EMERGENCY
BODY
WHEREAS, the Council previously authorized the Mayor to enter into a Development Agreement with Science One, LLC, for construction of a 178,000 +/- square foot facility on Science Boulevard related to expansion of ADB Safegate's operations in the City of Gahanna (also known as "Project Gaul") through ORD-0062-2021; and
WHEREAS, the Department of Economic Development secured grant funding from the Ohio Department of Transportation (ODOT) and the Ohio Department of Development (ODOD) to support the extension of Tech Center Drive to serve this new building; and
WHEREAS, the Council previously authorized the Administration to pursue funds through the State Infrastructure Bank (SIB) to serve as interim financing for this project for the reimbursement-based grants, as well as utilization of TIF funds in an amount up to $250,000 (ORD-0062-2021) and water funds to support the project (ORD-0054-2022); and
WHEREAS, the developer is requesting modification to previous agreements, specifically to terminate the City's pursuit of a SIB loan and instead use the funds currently supplied to the City by Science One for direct payment to Science One's selected contractor; and
WHEREAS, the Administration recommends passage of this Ordinance with waiver of second reading and declaration of an emergency immediately necessary for the preservation of public peace, safety, health, and welfare of the City due to the ongoing needs of the project and the developer's payment for expenses related to the project.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
