WHEREAS, bids were opened on March 3, 3017, pursuant to Council authorization, and the best, responsible, and responsive bidder has been recommended by the City Engineer for construction services of the 2017 Street Program; and

WHEREAS, a total of five bids were received; and

WHEREAS, this year's street program consists of asphalt resurfacing, crack sealing, and Detroit Street rebuilds; and

WHEREAS, the City Engineer has recommended we proceed with the lowest, most responsive and responsible bidder which was below the Engineer's estimate.

NOW, THEREFORE, BE IT ORDAINED, BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:

Section 1. That the Mayor is hereby authorized to enter into contract with Strawser Paving Company, Inc., 1595 Frank Road, Columbus, Ohio 43223, for asphalt resurfacing, crack sealing, and Detroit Street rebuilds, for the 2017 Street Program, Improvement No. ST-1044; said Contract attached hereto as EXHIBIT A, and made a part herein.

Section 2. That funding in the amount of TWO MILLION TWO HUNDRED FIFTY SIX THOUSAND SIX HUNDRED AND FORTY SIX DOLLARS ($2,256,646) was set aside in prior year appropriations and 2017 appropriations to cover the herein costs.

Section 3. That funding in the amount of TWO HUNDRED AND NINETEEN THOUSAND DOLLARS ($219,000) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the Permissive Tax Fund to Account No. 231.330.5596, Permissive Tax Fund, to cover the herein costs.

Section 4. That ORD-0118-2016, passed December 19, 2016, is hereby amended to reflect this supplemental appropriation.
